The issue has been informed to Project supervisors of the zone. Once we get the confirmation, then only the password will be resetted as the user name is not blocked.

Project Supervisor has co-ordinated with the user and got confirmed that the problem of user name blocked has been resolved. And they are now able to login. Therefore, resolving the complaint.
